The minutes of the
November 7, 2009, Annual Board Meeting were read. Jim Cole moved, Barrie
Swinbank seconded, the minutes be placed on file. The minutes of the December
22, 2009, telephone conference were read. Don Wickliff moved, Jim Cole seconded,
the minutes be placed on file. The financial report was reviewed.
Old Business:
The awning on the
clubhouse was discussed. Deb stated that the Cedar Falls Gun Club was issued a
check on 12/31/09 in reimbursement of 40% of the insurance check, less the
deductible, plus the donations, in the amount of $3,151.22. As of the date of
this meeting, this check remains uncashed.
Dave stated that the
ISTA has received the sales and use tax audit letters from the Iowa Department
of Revenue, of which all Directors have received a copy. To clarify, the ISTA
has never paid use tax, so the DOR can come back ten years. Dale Stockdale has
been working with State Representative, Annette Sweeny, to write a bill that
would exempt gun clubs from paying this use tax. If this bill is successful, it
contains a clause that would make it retroactive for the prior ten years. All
zones should encourage members to contact their representatives and urge them to
vote for this bill.
The repairs planned for
the ISTA grounds this spring were reviewed and include fixing 19 trap house
doors, installing permanent PVC pipes in the ground for setting doubles,
painting the trap houses, and repairing the bathhouses. No contact has yet been
made on mining of the grounds from app. trap 9 west because the weather turned
bad before samples could be taken. The target shed roof needs to be repaired yet
from the wind damage last July. A tarp should be placed over the trap machines
in the target shed to prevent moisture getting on the trap machines.
The "targets only" for
juniors and sub-juniors will remain as follows: Juniors and sub-juniors must
declare at classification if electing to shoot at the discount rate and must
shoot entire program at that rate. If juniors and sub-juniors shoot the discount
rate, they are not eligible to play options, but are eligible for
trophies and added money.
New Business:
Dave has called Dean Bright and has White Flyer targets on order for the
High School Shoot and the State Shoot. The price is unknown at this time.
A discussion was held on adding 7% sales tax to our camping fees. Barrie
Swinbank moved, Jim Cole seconded, that 7% sales tax be added to our $125.00
camping fee of $8.75 or $133.75, motion carried. Those who paid their 2010
camping fees at last year’s state shoot will receive an invoice for the sales
tax in the amount of $8.75.
A discussion was held on the target fees for the 2010 Iowa State Shoot.
Jon Peterson moved to increase the targets, trophies and tax fee to $29.00 per
100 targets, plus the $1.00 maintenance fee, or a total of $30.00 at the 2010
State Shoot, seconded by Barrie Swinbank, motion carried.
Jon Peterson moved to increase practice rounds to $5.00 per 25 targets,
seconded by Don Wickliff, motion carried 3-1. Jon Peterson moved to charge
juniors and sub-juniors $19.00 per 100 targets at the 2010 Iowa State Shoot,
seconded by Don Wickliff, motion carried.
The High School Shoot was discussed. More dumpsters are needed. The high
school officials need to rent their own golf carts this year. Dan Wood
explained about the Iowa AIM program. Jim Brown is the Iowa AIM Director. The
ISTA has $6,320.86 in a money market account for the "youth". A discussion was
held on how we could use some of this money for the youth in 2010. An AIM
subcommittee was formed of Jim Brown, Dan Wood, Dave Wickman and Don Wickliff.
Jon Peterson moved to allocate $3,000 from the youth fund to be used within
the AIM program based on the recommendations of the AIM subcommittee, seconded
by Don Wickliff, motion carried.
Jon Peterson moved to continue to have the gun raffle wherein the proceeds
are used for the development of youth shooting in Iowa, seconded by Jim Cole,
motion carried. Kevin Hartwig will talk to Steve Crow about the donation of a
trap gun for our gun raffle.
Last year a trip to Isle of Capri Casino was lined up for the ladies and
men on Friday of the state shoot. Don Wickliff moved that the ISTA will not
offer any ladies or mens entertainment at the 2010 state shoot, seconded by
Barrie Swinbank, motion carried.
Jon Peterson will talk to Gene Zirkelbach, Charlie Hilgendorf and Dave
Weinberg regarding their help as mechanics at the 2010 Iowa State Shoot.
Wendy’s two boys were a great asset to the mechanics and their help with
target setting.
Jon and Dave have agreed to sit down with Wendy regarding the cost and
responsibilities of trap help. An additional $6,758 was spent on trap help in
2009 than in 2008. A recommendation will be to Wendy that trap help need to
clean up their trap house each night and pick up garbage around their trap
area in order to receive their bonus.
- Added money for our 10 shooting events during the Iowa State Shoot was
discussed. We need to check on the added money from Carolyn Weieneth and
Winchester for the 2010 state shoot. All directors were urged to try to obtain
a sponsor for one of the events.
- The problem of nobody wanting to shoot on the first flight each day was
discussed.
- A discussion was held on going back to 50 targets per trap on all events.
Don Wickliff moved to shoot 50 targets per trap at the 2010 Iowa State Shoot,
seconded by Jon Peterson, 3 approved motion and 1 abstained their vote.
- The "Ten Way Purse" will be continued at the 2010 Iowa State Shoot. The
Board voted to not have the "golf cart bus". The speaker system at the
state shoot was again discussed. A bid for a new wireless audio system will be
obtained.
- Don Wickliff made a motion to discontinue the state team rings, seconded
by Barrie Swinbank, motion carried unanimously.
- The date of May 8, 2010 has been set for placing the trap machines in the
trap houses. All help will be greatly appreciated by any of the membership.
A motion was made by Jon Peterson that the meeting
adjourn, seconded by Jim Cole. Meeting adjourned at 1:45 p.m.
